historical temp net code mapping and XX #43
Description
XX is the testing, do not use, network code, and we have the convention that older SEED style temporary networks are mapped like XD -> XD1994.
I think it is implied, but perhaps spec should clarify that XX followed by a year should not be used as it conflates the testing with the temporary mapping and so may be confusing?
