Add rule for MODIFIED/REMOVED Requirements

Often, when executing a proposal, MODIFIED/REMOVED files are created that differ from the original ones, and this prevents archiving.

You need rule:

- For MODIFIED/REMOVED Requirements: verify requirement exists in original `openspec/specs/<capability>/spec.md` with exact matching title before creating delta.
