AGCM.rc contains data atmosphere section in coupled mode

Huh. I guess you are right. I mean, it doesn't hurt I suppose, but it's also not needed.

My guess is no. If you don't run data atm, nothing in GEOS will ever look for these lines so they are essentially comments. Still, probably no good reason to always have them if not running Data Atm.
