Reconcile Treasury programs against the Federal Program Inventory (FPI)

Outcome: See which programs named in Treasury's plan are tracked in FPI, and which are not.

Tasks:

• Extract program names and descriptions from Treasury's plan
• Pull FPI program data and build the program<->goal/objective alignment matcher
• Create program-alignment tables and API endpoints: program name/code/description, FPI URL, rationale, evidence, confidence
• Flag each program as in-FPI / not-in-FPI with rationale and confidence
• Build the review experience: expand a goal/objective, see aligned programs, open the FPI page
