Project details page during a QF round should clearly indicate to the donor which chains the project accepts that are eligible for matching

The problem

Right now, at the top in the project's details box at the side, we are showing the donor which chains are eligible for matching in general for this QF round

but as you can see here on the donations page, this project doesn't accept funds on Solana or Stellar

This is confusing for the donor who at a glance is trying to decide which network to donate on.

Proposed solution

For projects in an active QF round that is past the start time and before the end time, the "Eligible networks for QF matching" section should show the icons of networks that meet BOTH of these 2 conditions:

1. networks that are eligible for matching in general for this QF round
2. networks for which the project has added a recipient address

On the project details page, if the project is in an active QF round that is past the start date and prior to the end date:

• Eligible networks for QF matching should show only the networks that are both eligible for qf matching AND that the project has a recipient address

• If a project is added to the QF round but does not have any recipient addresses for any of the eligible networks, this should say "None" (but also in this case, and admin should manage it, remove it from the round, etc... I just don't want to add any dev scope here).

• If a project is not in an active QF round, or if it part of the QF round but not within the start & end times, the project details page looks like this (as it did before):
