Determine distinction between Outcomes and Milestones

The Scoping Document includes Milestones and Outcomes as separate categories. The form and the Airtable collapse these categories. We need clarity on the appropriate relationship in order to make further progress.

• Do we need to track Outcomes as entities in the Airtable?
• If so, how should they be tracked? Are they distinct from milestones, the same as milestones but tagged differently, related to research pillars/strategic objectives/etc?
