Background

• Would be useful to define some initial guidelines around contributing to the project

Definition of Done

• Some initial very light touch contributing guidelines have been created.
• Includes what a contribution is Issues, PRs, Documentation, Testing, Workflow, Designs, etc.
• Link to a CoC of some kind initially. (We can revise later)
