Include autotools version of HDF5.

It might be useful for a user of this repo to have a copy of the HDF5 package currently available from the spack github repo.
Call it hdf5-autotools?

Currently in hdf-spack we have packages/hdf5/package.py and packages/hdf5-cmake/package.py, so after the setup in the top level hdf-spack/README.md file, the user can run spack <spec, install> hdf5, which will build hdf5 using CMake, but without the newly added compression filters, or spack <spec, install> hdf5-cmake, which will build hdff5 using CMake including all of the compression filters. We can also add packages/hdf5-autotools/package.py copied from the spack repo, which will build hdf5 with autotools if you run spack <spec, install> hdf5-autotools after the setup commands. Sound correct?

I think we should back off the action workflows triggers for now and save CI cycles.
