Causing failure during pull request

During checkout of a branch for pull request this plugin is failing due to outdated stub in index

Worth noting that the file exists in both branches, but has had changes to it.
This feature worked fine a couple weeks ago, but PHPStorm has been releasing updates pretty rapidly the past month.
