Add an API to notify the horde that it just had a downtime which would unset the maintenance from worker added into it in the past X minutes

A fault of the API frontends can cause workers to go into maintenance because they can't submit their popped jobs.

We should add an API endpoint which notifies the horde it just went through a incident and it should clear the maintenance flag from all workers who went into it in the past X minutes (minutes passed as an arg)
