[docs] Write individual rule documentation pages for S001–S012

Context

Each rule (S001–S012) needs a dedicated documentation page explaining: what it detects, why it matters, code examples, and how to fix it.

Work

• Create docs/rules/ directory
• Write S001.md through S012.md, each with: description, vulnerable example, safe example, why it matters, CVSS-style risk rating
• Link rule codes in the README table to these docs
• Add cross-links: "Related rules: S001, S010"

Acceptance criteria

• All 12 rule docs merged
• README table links to rule docs
• Each doc has both vulnerable and safe code examples
