Latest Collection does not work with Python V3R12

Describe the bug
ibm-ibm_zos_core-1.12.0 is not working with V3R12 version of Python

To Reproduce
Steps to reproduce the behavior:

1. Get latest zos core collection
2. Have V3R12 installed on the target environment
3. Run basic operations like iplinfo command
4. You will see failures

Expected behavior
As per the software matrix, the latest collection requires V3R11 or later. While the R11 worked, R12 did not
