New galil driver: set/use not working #8549

If i use the new galil driver and:

go into set mode
type a number in user position
go into use mode
home a motor

with offset in frozen mode the offset is reset back to 0. interestingly setting the offset directly instead of doing the above works fine.

acceptance criteria

set/use works as before and offset is not lost on a home
system test added for this if it's straightforward with a simulated galil
