Containerize the code

• hold working on this repo
• why:
  1. it connects to database with psql command which assumes db is installed on the same server
  2. dumps data in a local folder, which will be picked up by another process to be availed on the archive
• resume work after dockerizing IHR database
• script may need refactoring to use connection string postgres://user@pw:host:port instead of psql #10
