Recover from dead battery => wait x minutes before enabling repeats

Im wondering if you could consider something as part of your project. On boot of a device from dead flat, wait x minutes before first transmit. This would allow even smaller solar panels to work from a dead battery because it allows time for the battery to partially charge before the first transmit draws alot of power. This first transmit delay should also include the initial advert. Combine this with a capacitor across the terminals you could literally use a tiny panel with your powersaving mode.
