Switch Bicep to Azure CLI

Due to the AzureRMProvider lacking ability to deploy originally used azure cli. Should revert the bicep jobs to leverage the AzureRM task now that it's supported.

Switched on bicep app deploy to leverage AzureRMProvider, this also will require scope to be passed.
