Exclude defaults in `deck gateway dump`

Deck 1.40.0 changed the behaviour so that non-default fields are no longer sent in the request to Gateway.

We've had a request to implement the same, but for deck gateway dump.

Acceptance Criteria

• Default values are not included when running deck gateway dump --skip-defaults
