Improve microcode error UX

The microcode errors currently seem to display for the user regardless of whether it is actually relevant to the issue and regardless of whether the microcode even is outdated.

I suggest, instead of showing the full window error by default, showing one line in the error window - similar to the "don't send a screenshot of this" box.

If the microcode is up to date, something simpler, like this, could be said instead:

Your CPU may be the cause of some crashes. [Read more]

Maybe also include some heuristics before showing the message, aka whether the crash was a freeze and whether the crash log is a Java one (hs_...).

For non affected, I agree.
For affected I think it should be a screen.
Maybe I should add additional clarification what it's just notice, not the 100% reason of the crash. It's already, but maybe not so direct.
