Add CI System

Testing is currently done off-line with a master scripts that launches series of tests each with different compile options and inside a different docker container. The system covers the most common compilers (gcc and clang) with a few versions and contains tests with both CUDA and ROCm.

Add a system that will launch the tests automatically when a pull-request is initialized.
