Feature: `WindowEx`

What feature or improvement do you think would benefit the app?

There should be a WindowEx API (maybe different name) that works based on WinUIEx's own WindowEx but with better multi-platform support, using Uno.

This should be inside the WinUI extensions project alongside #5.

This will be difficult as WinUIEx is only available on WinUI, but this must be multi platform.

@IviriusMain also said something about making a similar WindowExEx specifically for Rebound 11, would be interested to hear what APIs he wanted to include there.
