[BUG] Scroll doesn't work when on widget

Describe the bug

Scrolling the home screen doesn't work when the finger is on a widget.

Steps to reproduce

Go to home screen and scroll between the pages/screens. If your finger lands on a widget you can't scroll.

Expected behavior

Scroll freely wherever you touch. I think it worked that way in previous versions.

I have widgets that cover the entire screen. This behavior is very inconvenient.
