There should be some tag system implementation.

Example: If I search for an app 'Uber', which is cab booking service, there is currently no icon is available. I could then instead search for 'Car' to find something similar, then it should show icons related to the word 'Car', all the icons which have 'car' as a tag in it.

There are some icon packs which has this functionality. Check 'Pix Icon Pack'

If you were talking about this icon pack, then I didn't find any tags there.

In any case, if the implementation of this task requires contributors to write tags for each icon, then in my opinion this is too much work for the sake of minimal benefit.
