feat(version.py): check_eol() takes cycle, endoflifedate.py bundles Windows
Windows names its endoflife.date cycles after the feature release and the edition ("11-24h2-e", "10-22h2", "2012-r2", "23h2-ac"), so no prefix of a version string finds them, and cycle_bounds() reads "11-24h2-e" as (11, 242, 0) and grades a current build as older than anything listed. check_eol(cycle=...) takes the cycle name, or a list of candidates from the most to the least specific. With it, the placement of an unlisted version above or below the listed cycles and the newer-release comparison are skipped: named cycles have no order, and Windows reports the same `latest` build for every edition of a feature release. update-endoflifedate and the bundled snapshot gain windows.json and windows-server.json, sorted by product name. Only the two new products were spliced in; the other products keep their data.
