Add a template for a workflow which tests config is as expected #529

we have this test, which runs config:status: https://github.com/Lullabot/drainpipe/blob/main/tasks/test.yml#L77

It would be useful to have a template for a workflow that re-exports config after running database updates and checks to see if any files have changed

If the Site Schema dependency is present, we can run an enhanced check to tell what exactly's gone wrong
