Tugboat and Site Audit for Apache #629

We could generate the files on Tugboat/Apache sites to set up SiteAudit automatically.

Here is a diff for a PR to add Site Audit.
Basically, we need to add a few files, get a few modules, configure Tugboat, and run the report.
