Duplicate navbar

As far as I can tell, mittab/templates/navigation.html' and 'mittab/templates/base/_navigation.html seem to be redundant, if not nearly identical. The former seems to be unused (as far as I can tell, even deleting the file creates no functional differences in my dev environment, and I can't find anywhere in the codebase referencing or using it, at least with VSCode search.)

Are they meant to be different, or is the former unneed?
