Driver Package download not failing back to default boundary DP after failure to download from local DP. #312
Description
When the driver package fails to download for whatever reason (eg. firewall issues leading to a timeout, or distribution issues leading to 404 error), then it will not fail back to the default boundary DP, it will just keep attempting to download from the same DP.
The default boundary DP does show in the Prioritized Locations but it is never used.
This leads to the "Applying Drivers" step in the TS to never finish.
