Evaluate exwlshelleventloop migration

Remove https://github.com/MalpenZibo/iced_sctk in favor of https://github.com/waycrate/exwlshelleventloop

The exwlshelleventloop it's promising. Currently, there are some issues: blurry text on HiDPI monitor, and the layer is created on every available monitor.

With these two bugs fixed, I will be able to remove my custom fork of pop_os iced layershell "wrapper", resolve the packaging problem #25, update to iced 13 and add #4 feature

In the end, I decided to move to the pop-os fork of iced. But in the future maybe I can reconsider this decision to be able to use the official iced version.
