about_point parameter for ApplyTransform animation

Description of proposed feature

The ApplyTransform animation should include an about_point parameter mimicking the behavior of the MObject's apply_transform and apply_points_function_about_point methods.

How can the new feature be used?

This would make the use of ApplyTransform much more robust and would be a quality of life improvement as to not recreate the class.
