YML Format to Upload Assignment List is incorrect #7220

Description:
When downloading the list of assignments in YML format, all attributes that belong to assignment properties (DB table) needs to be contained in the assignment_properties_attributes variable. This is not the case, and this is what is expected when uploading this file. Because of this, some assignments are not able to be uploaded.
