Consider switching to local time

The time system we're currently using is UTC.

That creates some hiccups with the summaries because UTC does not match with local time - 9pm on Sunday night is seen in UTC as sometime on Monday morning. This can create summary mishaps, unless the comparisons are made into local time.

How do we want to handle this?
