[Bug]:Incorrectly displayed 'network change' info banner

Describe the bug

A change of network notification banner is displayed when going to do a send. This behaviour is a bit confusing as this banner is normally displayed right after a network change.

Expected behavior

The change of network notification banner should be displayed when network is changed.

Steps to reproduce

1. Load 12.11.0 extension
2. Go to send but don't confirm the send
3. Go back and change the network
4. Go to send but don't confirm the send (you should see the wrong network banner)
5. if not, repeat like in the video
