Create a config for the launchpad

Hi Meteora team,

I found out the config for dammv2 and dammv1 can only be created by the team.

I am building a launchpad with alphaVault, locked Liquidity features. I believe any projects launched from my platform needs to be co-signed with pool_creator_authority.

🏗️ How It Works
Config Creation: Meteora creates config with your launchpad as pool_creator_authority
Pool Creation: Users launch through your platform → your platform co-signs
Fee Collection: Your launchpad becomes the partner → gets partner fees from all pools
Platform Control: Only your launchpad can create pools with this config

That's how i understand by using dynamic config, i can some how customised fees etc.

Please let me know what's the step to do create the config.

I will get my config ready if it's possible. Lets do this on devnet first.
