"Enable your device for development" page should mention where the For develpers settings is.

This page is linked by the "Start here" page before the steps where a project is created or Visual Studio is even installed. So it should say where the "For developers" settings can be found without opening a project or Visual Studio. It's strange that the page only tells you to trigger a dialog to get to the settings.
