Include MDTF in CUPiD

We would like to make a flag to bring MDTF into CUPiD through ADF. The flag we will provide (diag_mdtf_info:mdtf_run) should be turned off as a default but should run mdtf when turned on. Currently, the MDTF conda environments are a bit tricky to install and Dani's installation is set up to make this easier for users, so we'd like to use this version at least temporarily.

In the longer term, we'd like to add MDTF as a CUPiD external. Note that mdtf_codebase_path uses a hardcoded path to glade, which ideally will be updated to work on other machines.

One additional consideration is that the ocean group is also looking to contribute to CUPiD a POD from the ocean component using MDTF, which would be motivation to pull MDTF into CUPiD in a manner that is not atmopshere-specific. Tagging @sgyeager who I will be working on this with.

After discussing with @mnlevy1981 and @justin-richling , our plan is to bring this in as an external AFTER CVDP is brought into CUPiD.
