Remove unused(?) macros USE_LEGACY_LAND,  use_deprecated_io, use_AM3_physics

The following macros are proposed for removal:

`_USE_LEGACY_LAND_` in [full_coupler_mod.F90](https://github.com/NOAA-GFDL/FMScoupler/blob/main/full/full_coupler_mod.F90#L944-L946), [atm_land_ice_flux_exchange.F90](https://github.com/NOAA-GFDL/FMScoupler/blob/main/full/atm_land_ice_flux_exchange.F90#L42-L45)

`use_deprecated_io` in [full_coupler_mod.F90](https://github.com/NOAA-GFDL/FMScoupler/blob/main/full/full_coupler_mod.F90#L27-L29)

`use_AM3_physics` in [atm_land_ice_flux_exchange.F90](https://github.com/NOAA-GFDL/FMScoupler/blob/main/full/atm_land_ice_flux_exchange.F90#L47-L49)
