Support updated weather datasets

Other NRELians have been cooking up the latest weather datasets.
Although WIND Toolkit provides data for 2007-2013, this new HRRR dataset provides data for 2015-2023.
Should we allow for other types of datasets to be ingested into HOPP?
If so, how big of a lift would it be to implement them?

Proposed solution

• Assess the value add of other weather datasets
• Determine how hardcoded the current implementation in HOPP is and how much of a lift it'd be to cleanly allow for other datasets
• If the costs outweigh the benefits, support newer datasets like the one linked above (but not necessarily limited to just that one)
