[FEA] add nvjitlink as dependency

Switch to using libnvjitlink alone as a dependency, once cuSPARSE implements a fix to look for the right .so library file. Currently, we rely on libnvjitlink-dev which is a superset of what we actually want.

I think the purpose of this issue should be more to track that we should switch to using libnvjitlink alone as a dependency, one cuSPARSE implements a fix to look for the right .so library file. For now we're forced to rely on libnvjitlink-dev which is a superset of what we want. A minor detail, but it is good to track
