Unique ID:

• First segment: the ID of the Alchemer form that created the data. The value of this request is shared by the budget request data because they all came from the same form
• Second: a serial field generated by Alchemer when a user fills out the form. It is unclear how the Al
• Third: year the request was first made
• Fourth: community board/district
• Five: Whether it's a capital (C) or expenditure (E) request
