Add collection of Groundwater Availability

Overview

We would like to add the collection of Groundwater availability to COMPASS. The following categories are of interest:

• Permit required, extraction permit required​
• Exemptions​
• Extraction limit (daily, monthly, annual), reporting requirements​
• Well spacing​
• Drilling window (depth)​
• Metering device requirement​
• Water management plan (well, district, drought)​
• Well plugging requirements​
• Transfer requirements ​
• Transfer costs​

Notes

The trick with this one may be that it has to be state-dependent (TBD)

Steps

• 1) Port over existing code from ELM #282
• 2) Extend existing functionality to new states #283
• ???
