VRF fluid control heating: supplemental coil is still on when compressor speed is not maxed out

Issue overview

When it is very cold, the compressor should utilize its full capacity before the supplemental coil kicks in, however, we observed sometimes the supplemental heating coil is operating when the compressor speed is not at the maximum yet.
