Issue overview

When using the HeatPump:PlantLoop:EIR:* objects with companion coils, there is nothing to prevent the heating/cooling heat pumps from operating simultaneously, only a warning is produced at the end of the error file. Since this can cause significant error in the modeling with simultaneous heating/cooling, I propose either a fatal error with more description to assist the user in understanding why the heat pumps are running simultaneously or implement a fix where it only allows the heating/cooling heat pump with the greater load to run while shutting off it's companion coil. Below is a screenshot of the current function that produces the warning and the actual warning produced.
