Respond to ANNUAL_SIMULATION Cmake flag #106
Description
Sometimes diffs show up in Decent CI that aren't easily replicated locally, and it looks like it often has to do with some files being run with ANNUAL_SIMULATION in CMake. We already parse the testfiles/CMakeLists.txt file, so might as well check that as well, and just run those ANNUAL as well.
