Account for self-discharge in storage systems

Neither of the storage model sources in HOPP (hopp or pysam) account for self-discharge. Self-discharge is typically negligible, for some LDES technologies it will be important.

Proposed solution

Include self-discharge to either battery.py or the lies model.
