General Summary

Currently OpenstudioSDK do not have methods to set the "Field Set: Surface Name, Fraction of Radiant Energy to Surface" for both ZoneHVACCoolingPanelRadiantConvectiveWater and ZoneHVACBaseboardRadiantConvectiveWater.

Detailed Description

Currently the field is defaulted to the following for radiant cooling panel and baseboard:

// Assume that 5% of what is not on people is on the floor
double fractionOnFloor = (1.0 - fractionofRadiantEnergyIncidentonPeople) * 0.05;
// Assume that 55% of what is not on people is on the walls
double fractionOnWall = (1.0 - fractionofRadiantEnergyIncidentonPeople) * 0.55;
// Assume that 40% of what is not on people is on the ceiling
double fractionOnCeiling = (1.0 - fractionofRadiantEnergyIncidentonPeople) * 0.40;

Although this will make sense for baseboard. This is problematic for Radiant ceiling panel. RCP will not have 40% of its radiant energy transmitted to the ceiling

The best would be to have functions to let users set their own view factor to each surface. This will help them account for rooms of different shapes etc.
