When opening up a new concept set, maybe default to the 'search' tab

A UX Flow idea from our users, when you open up a concept set (from new concept set) you are directed to an empty concept set:

A suggestion was to default to the search tab so people can start adding more quickly. I agree with this reasoning because theres nothing really to do on the empty concept set, and most likely the person will want to search for concepts or do an import.

Yes, I agree I've made the change. A brand-new concept set opens straight to Search now; existing sets still open on Selected.
