Description of issue

So if you find a broken compliance implant, either from a stash or a trash pile. If you use it, either on yourself or someone else, that person will get the excel antag status, and the ability to use excel equipment.

Difference between expected and actual behavior

Excel antags aren't supposed to exist.

Steps to reproduce

Find a broken compliance chip, inject it, now you are excel.

While I thoroughly enjoyed the RP that came out of the event that probably spawned this PR, we probably should just either remove the implanters from the stash/spawning pool or make it so that you can't inject them if you find one. Probably both, if we're going to be safest.
