[Feature Request]: Local Packs are not shown as selected

Description

In https://github.com/Arm-Examples/modelnova the https://github.com/Arm-Examples/ModelNova/blob/main/RockPaperScissors/AppKit-E8_USB/ai_layer/ai_layer.clayer.yml#L5C3-L8C1 defines the pack with:

  packs:
    - pack: PyTorch::ExecuTorch
      path: ../../../packs/PyTorch.ExecuTorch.1.1.0-rc1-build.12

In the dialog this selection is not displayed.

Expected Functionality: This pack should be shown as selected and on hover-over the location where it is defined should be shown.

I can confirm two problems to fix:

1. csolution.exe does not report a reference for the pack over GetPackInfos RPC call
   fix : Ensure pack reference for solution local pack devtools#2423
2. pack management UI misuses PackReference.path member to store origin's relative paths
   fix: Fix solution-local pack handling #161
