Add LSC Maxim Plugin

The LSC Maxim is a widely used console, especially in Australia. If equipped with a PatPad it can load fixture templates via USB. The fixture format is well described and is a simple text format.

Thanks for the suggestion! The first link doesn't work for me; maybe it is geo-blocked? The format does indeed look manageable. Could you re-upload the manual from the forum to this GitHub thread please?
