Can't build cockpit

Hi All,

Sometime recently, https://bower.herokuapp.com/packages started returning 502 errors on bower install. This results in a fatal error during npm run deploy:dev. Visiting https://bower.herokuapp.com/packages/i18next results in a 502 with this response:

This Bower version is deprecated. Please update it: npm install -g bower. The new registry address is https://registry.bower.io

It appears to be caused by the shrinkwrap reference to bower 1.7.9. The current version 1.8.4 has the new URL in bower-config.
